In order to move into one of these flats, prospective tenants need a housing entitlement certificate - Weiße Wohnberechtigungsschein (WBS) - from the City of Leipzig. This is based on certain income limits set by the city of Leipzig. You can apply for it from the City of Leipzig/Social Welfare Office/ Housing Assistance Dept. You can find more information here.
